A UBL invoice should not include the UBLVersionID or it should be 2.1
'UBLVersionID' is present where this profile does not allow it. It is not forbidden outright — the rule's test permits it in one specific case — so what is wrong is where it appears, not that it appears.
Do not strip 'UBLVersionID' from the whole document. Read the expression below: it names the one case in which this element is allowed, and only the occurrences outside that case need removing. Reported as a warning.

Nothing is stored, and the whole invoice is checked, not just this rule. A PDF only works if it is Factur-X / ZUGFeRD — a PDF with the invoice XML inside it.
