Each VAT breakdown (BG-23) shall have a VAT category tax amount (BT-117).

Why it fails

A VAT breakdown group (BG-23) has no VAT category tax amount (BT-117).

Add BT-117 (UBL TaxSubtotal/cbc:TaxAmount). For exempt, zero rated and reverse charge groups it is 0.00 - which must be written out, not omitted.
